It covers measures adopted at the federal/national level and in five selected cantons (Vaud, Zurich, Valais, St Gallen and Ticino), chosen to reflect diversity across linguistic regions and degrees of urbanisation.

The main criteria for inclusion in the inventory were that measures had either been introduced specifically in response to the pandemic or were pre-existing initiatives that were adapted, extended or strengthened during this period. The data was collected from April 2023 to May 2025.

Through systematic desk research, we collected and structured all publicly available information on each measure according to the following categories: name and description of the measure; aims and target population; date of implementation; budget; institutions or organisations involved; reports and evaluations; and website. The desk research underpinning the inventory was supplemented with information obtained from 32 expert interviews conducted with representatives of institutions and organisations operating across sectors that contribute to the wellbeing and mental health of young people. For some measures, certain categories, such as budgetary information or the existence of formal evaluations, remain incomplete or could not be confirmed by the experts consulted.

This inventory is made publicly available for non‑commercial use under the Creative Commons Attribution‑NonCommercial 4.0 International (CC BY‑NC 4.0) license.

This inventory documents the measures implemented during the Covid-19 pandemic (2020–2023) to support the well-being and mental health of young people in Switzerland.
